Registration with the Register of Italians Residing Abroad is a legal obligation and a prerequisite for accessing consular services. Here is what you need to know.

The Anagrafe degli Italiani Residenti all'Estero (A.I.R.E.) — the Register of Italians Residing Abroad — is a fundamental institution for Italian citizens living outside Italy. Established by Law No. 470 of October 27, 1988, A.I.R.E. contains the data of Italian citizens who have been residing abroad for more than twelve months.

Why A.I.R.E. Registration Matters

Registration with A.I.R.E. is not merely administrative — it is a legal obligation under Article 6 of Law 470/1988 and Article 11 of Law 1228/1954. More practically, it is a prerequisite for accessing the full range of consular services provided by Italian diplomatic representations abroad.

Benefits of A.I.R.E. registration include:

  • The right to vote in Italian elections from abroad
  • Access to consular services including passport renewal, civil status certificates, and notarial services
  • The ability to receive official communications from Italian municipalities
  • Simplified procedures for registering vital events (births, marriages, deaths) in Italy
  • Eligibility for certain Italian social benefits and pension rights

Who Must Register

Any Italian citizen who establishes residence abroad for more than twelve months is required to register with A.I.R.E. This includes:

  • Italian citizens who have moved to California for work or family reasons
  • Dual citizens (Italian-American) who reside primarily in California
  • Italian citizens who have obtained permanent residency or citizenship in the US

How to Register

Registration with A.I.R.E. is done through the Italian consulate with jurisdiction over your place of residence. For California residents, the relevant consulates are in Los Angeles (covering Southern California) and San Francisco (covering Northern California and other western states).

The registration process requires submitting proof of identity, proof of Italian citizenship, and proof of residence in California (such as a utility bill or lease agreement).

Documents That May Require Notarization and Apostille

In some cases, documents submitted as part of the A.I.R.E. registration process — or documents subsequently requested by Italian authorities — may need to be notarized and apostilled. WestPacific Apostille & Notary assists Italian citizens in California with the preparation and authentication of all documents required for A.I.R.E. registration and related consular procedures.
